Athena Services International is hiring for the position of Billing & Payroll Manager for our corporate office in Bethesda, MD.

The Billing & Payroll Manager is responsible for a variety of Finance functions within the corporate office including payroll processing, billing, accounts payable, employee recordkeeping, as well as for overseeing and/or facilitating various special projects independently.


The Billing & Payroll Manager serves as the principal liaison between the various contract sites and the President of Athena for payroll, billing and all finance related issues.


  • Scheduling and Payroll software (Valiant) maintenance, including setting up shift/post times, entering pay rates, and setting up earning and deduction codes

  • Entering and auditing of employee data

  • Review time and attendance data entered into the system by site supervisors

  • Manage payroll discrepancies and off-cycle earning events

  • Prepare and process bi-weekly payroll for approximately 100 employees, with the ability to handle a growth in the workforce

  • Adhere to employee wage and fringe benefits in contract Collective Bargaining Agreements or Area Wage Determinations

  • Calculation and distribution of employee’s Health and Welfare and Pension earnings

  • Manage and produce various reports to send to site supervisors or benefits vendors including paid leave accruals, H&W earnings, pension earnings, 401k deferrals, and union dues

  • Manage enrollment and payroll deductions for employee medical and 401k benefits

  • Review billing data and reconcile to working schedule; work with site supervisors to resolve any variances

  • Prepare and send clients monthly invoices of productive guard hours using Valiant while reconciling against contract post schedule

  • Track Accounts Receivable and apply cash receipts in accounting software

  • Enter Accounts Payable invoices into accounting software and make payments to vendors

  • New-hire onboarding process including adding employees into Valiant

  • Various administrative duties such as filing, faxing documents, and typing correspondence


EQUIPMENT/ COMPUTER SKILLS: Knowledge of general office equipment; Microsoft Office, payroll, and accounting software proficiency; excellent understanding of Microsoft Excel and formula functions. Valiant experience is a plus!


  • Must be a U.S. citizen

  • Bachelor’s Degree in Accounting or Finance related majors preferred

  • Eagerness to learn and grow professionally

  • Ability to perform duties autonomously with little direct supervision

  • Intermediate proficiency in Microsoft Excel – mathematical functions, sorting and filtering data

  • 2+ years of experience in Payroll, Valiant experience a plus; experience in Billing a plus

  • Knowledge of government contracting and Service Contract Act a plus

  • Excellent verbal and written communication skills with staff and the public

  • Strong interpersonal skills

  • Must have courteous telephone manner

  • Understand and follow standard operating procedures, to perform duties in a professional manner and appearance

  • Good judgment decisions within proper policy and procedures
